Gov. Polis declared a statewide drought emergency on Thursday in Colorado—activating Phase 3 of the drought response plan after record low snowpack and extreme warmth led to worsening water restrictions. The declaration enables state agencies to track conditions more closely and support local communities, farmers and ranchers as conditions worsen.
